That's according to new research from Peopl Insurance.
Almost 5,000 drivers over the age of 60 have rolled over to at least their third learner permit.
Research from Peopl Insurance shows over 67,000 people have had three or more provisional licences.
It comes as a crackdown on motorists using a loophole to continuously renew their learner permit has been delayed, due to fears of a knock-on effect on waiting lists for tests.
