A Laois Councillor believes the problem is a blight on the county.
The hands of Gardai and local councils are tied when it comes to dealing with anti-social behaviour.
Laois Sinn Fein councillor Aidan Mullins says dealing with the problem becomes a vicious cycle - as evicting those involved only adds to the homelessness crisis.
He suggests one solution is to increase the use of Anti-social behaviour orders in the Midlands.
