Roscommon County Council made the decision on the three-pod glamping proposal at Carrowphadeen, Lecarrow, near Lough Ree.
The application by Martina Conway of Glasson includes three self-catering pods, the renovation of a derelict cottage and supporting visitor facilities.
The council received ten objections from local residents, raising concerns over road safety, infrastructure, and the impact on the rural community.
Planners ruled the development was unsuitable for the unserviced rural location, due to traffic, wastewater disposal and potential impacts on nearby protected habitats.
The council refused permission on multiple planning grounds.
