The NPA is looking for further guidance from the government.
Exhibitors will be given a full refund if the National Ploughing Championships don't go ahead.
Assistant Managing Director of the National Ploughing Association, Anna Marie McHugh, is making the commitment after the government announced a ban on mass gatherings of more than 5,000 people until the end of August.
The physical build of the project in Carlow is due to start in early July, with the event scheduled for mid September.
The championships have only been cancelled once before, due to the outbreak of Foot and Mouth Disease in 2001.
Ms. McHugh is hopeful of clear guidance from officials now that structures are in place:
The event attracted a crowd of almost 300,000 last year.
Ms. McHugh feels there would be huge challenges if the championships did go ahead:
