An Offaly auctioneer says private rental inspections carried out by the local authority can be a 'catch-22' situation.
There's concerns the pressure of a housing crisis may make the local authority hesitant to evict tennants who's landlords are not complying with rental inspections.
Last year, Offaly County Council achieved 929 private rental inspections with the help of contractors - just over 230 houses over their target.
They've set a target of 734 houses for this year.
