Gardaí say they were made aware of a Black Volkswagen Golf travelling around Abbeyleix, calling to homes and businesses in the area offering tarmac, roofing and other services.
The car has since been stopped by officers, and the occupants of the vehicle have "been dealt with" by Gardaí in the town.
