The Irish Road Victims Association says it "unforgivable" that plans to introduce graduated speeding fines have been dropped.

Variable limits on motorways are instead being given priority and legislation is expected to be finalised next month.

The Department of Transport says it would be "risky and unwise to have two significant changes" to speeding laws.

But founder of the Irish Road Victims Association, Mullingar's Donna Price says she doesn't agree:
