Rent Pressure Zones are set to be put in place across the country.
A major change to renting will see the entire country designated a Rent Pressure Zone.
The new rules, that will go to cabinet for approval today, mean landlords can only reset rents if a tenant voluntarily leaves their property.
While the 2 per cent cap will not apply to new houses and apartments - with rents solely linked to inflation.
