Brian Stack's son Austin says the next step would be to bring someone before the courts for the murder.
The son of a murdered Midlands prison officer says while his family welcomes a formal State apology, more has to be done.
Austin Stack, alongside his family, is to receive a public statement from Taoiseach Micheal Martin, over failings in three seperate Garda investigations into the murder of his father Brian on Wednesday.
Mr Stack was the chief prison officer at Portlaoise Prison when he was shot in the neck in March 1983 - dying from his wounds 18 months later.
Portlaoise was holding many prisoners detained under the Offences Against the State Act at the time - and while the IRA initially denied responsibility, decades later it admitted members had carried out the shooting, but claimed it wasn't sanctioned by leadership.
The Stack family have in particular raised issues with the garda investigations into Brian Stack's killing.
His son Austin wrote the book 'Justice For My Father' on his own efforts to seek the truth.
Austin has said a review of the initial investigation found almost 200 errors or omissions, and is seeking a copy of that review file for the family.
He says any arrest would provide provide further closure:
