It’s estimated there are 15,000 flavour combinations at the moment.
Health Minister Stephen Donnelly says the legislation is about making vaping less appealing to young people.
The ban is being welcomed by Laois Offaly Fianna Fáil TD, Sean Fleming, who says it's a hugely important step which will protect younger people in particular, who often "impulse buy them in shops and experiment with them."
The Junior Foreign Affairs Minister also says they're a blight on the environment, and are hazardous if not recycled properly.
