Simon Communities says the HAP scheme is essentially useless at the moment.
There are only 35 Housing Assistance Payment properties are available to rent in the country.
That's the finding of today's Simon Communities Locked Out of the Market report - it says that's the lowest number ever recorded.
The two largest towns in the midlands - Portlaoise and Athlone - have no HAP properties available.
Simon Communities Head of Policy, Wayne Stanley, says the standard HAP rate is essentially useless at the moment:
