The animals are now in the care of the Laois SPCA, after they were found last Thursday evening.
Both of the female dogs are badly matted from living in what the charity describes as filth.
It says one of the animals is 'completely emaciated,' while the other has a massive hernia, which will be repaired once she's strong enough for surgery.
The LSPCA says the two dogs are nervous, but have lovely natures.
The shelter made room for the animals, but, like most around the country, is struggling with capacity and is currently full.
It's appealing for donations, or anyone willing to foster some of the animals in their care to come forward.
The charity is also asking anyone who may have information on how these two dogs got into the condition they were left in, to get in touch on 086 416 9559.
