The Ombudsman is calling for a multi annual budget to be set aside to assist in moving younger people with a disability out of nursing homes.
The project has so far seen the HSE move 81 people aged under 65 to alternative accommodation, with a further 17 due to be moved shortly.
Approximately 1,200 younger people remain in nursing home care, many of which are seeking to leave.
Ombudsman, Emo's Ger Deering, says it would be unacceptable if a lack of funding was the reason for the project to stop:
