It says structural housing demand for Westmeath is higher than the population share, while it's lower in Laois.
Paul Egan, Research Officer with the ESRI, says a number of factors were taken into consideration when calculating the figures:
We're not producing enough houses, despite the demand being there.
That's according to Justin Molloy, Director for the Western and Midlands Region with the Construction Industry Federation.
