A number of residential units and a coffee shop are also being proposed.
Planning permission is being sought for a new 90 bed three storey Nursing Home in Westmeath.
The plans also include the construction of 81 residential units, comprised of two apartment blocks and bungalows and two storey houses in Robinstown, Mullingar.
Of the 81 units, an eldery village consisting of 13 bungalows is being proposed for the area.
A single storey coffee shop is also planned for the site.
The two, two-storey apartment blocks will comprise of a total of 16 units, a mix of one and two bed.
As part of the residential units, planning permission is being sought for 13 single storey, eldery bungalows.
Also included are plans for 42 two-storey terraced houses, and eight semi-detached, two-storey, three-bed homes.
Permission to construct an access road and footpaths is also being sought, which would connect to the Castlepollard Road -R394.
Construction would also include boundary treatments, landscaping, public lighting, carparking, signage, ESB sub station and switch room, bin storage and bicycle storage
