Westmeath Mental Health Unit Found Non-Compliant In Eight Areas

Inspectors visited the facility over three days in September 2025.

A Westmeath mental health centre has been found non-compliant in a number of areas by the Mental Health Commission.

MHC's latest report found the Admission Unit & St Edna’s Unit in St Loman's Hospital in Mullingar 76% in compliance with the rules, regulations and codes of practice. 

The inspection took place over three days in September last year.

Compliance at the Westmeath facility is heading in the wrong direction with inspectors finding St Loman's non compliant in eight areas compared to four in 2024.

The risk level has increased as well.

There's one instance of critical non-compliance regarding its risk management procedures.

Pyjamas were found to have material which posed a ligature risk.

There are two high-risk non-compliances.

They refer to the managing of medicines, as well as regulations over staffing.

The centre also failed when it comes to the management of residents’ personal property and possessions, its premises, admissions, as well as there being issues around the use of seclusion, and physical restraint.

To address the ligature risks, St Loman's now has a Ligature Committee in place and monthly audits are carried out.

A set of actions have been laid out to correct the remaining issues.
