It follows an Oireachtas Communications Committee review, which found the existing plan is based on a flawed tendering process and the all-party committee voted to re-open negotiations with the ESB.
But Fine Gael's Peter Burke says the government cannot engage in uni--lateral talks with the semi-state company.
He claims starting the procurement will cause at LEAST a three year delay to the project:
