Pia Stynes is pointing directly to the county's executive committee, saying "decisions have not been made by the full committee but rather a select few."
The news follows a turbulent and damaging time for the Faithful County.
After the departure of a large number of Offaly's best players, a much changed panel struggled early in the season under Greg Farrelly.
Farrelly was then dispensed with but branded the committee's decision and conduct as "low, unprofessional, and disgusting".
Brian Cosgrave, of the Shamrocks, stepped in as an interim manager, before departing with Clara's Enda Keane taking over last month.
This season Offaly have been relegated from Division Three of the league before losing their Leinster Intermediate Championship preliminary quarter final to Wicklow.
The county's Chair Brendan Minnock then stood down for 'personal reasons', along with the entirety of the Offaly Ladies Development Committee.
Their now former PRO, Pia Stynes says she no longer feels she can work with the executive after her questions about the decision-making process went unanswered.
Here is Ms. Stynes' statement in full:
"After careful consideration, I have decided to resign from my position as PRO with immediate effect.
While I have enjoyed my time promoting ladies' football with our county over the last few years, after recent events, unfortunately I can no longer work with the current executive committee.
Decisions have not been made by the full committee but rather a select few.
On numerous occasions I have asked questions around the process and procedures of making decisions, none of my questions have been answered so I feel I have absolutely no alternative.
