New figures also show the number of house sales across the region has dropped by 23% since last year.
The new MyHome.ie Property Price Register shows house prices continue to fluctuate in the midlands.
In Laois, the average house price is €177,000 - 1% lower than this time last year.
The cost in Westmeath is considerably higher at €208,000 - 4% higher than 2018.
And in Offaly, the average house price is €183,000 - down 3% on the third quarter of last year.
Nationally, the lowest average house price can be found in Sligo at €145,000 - while the most expensive is in South County Dublin at €580,000.
Meanwhile, the number of houses being sold across the region has dropped, compared to 2018.
There were 33 sales in Laois, down 8% - 32 houses in Westmeath exchanged hands, a drop of 16% - and just 12 were sold in Offaly, fall by 45%.
