The plans include provision for a one and two story building, 80 car parking spaces, and road upgrades to Arden Lane.
There has been a long running debate around the location of the long campaigned for facility.
The decision came down to the assessment of sites on Arden Lane or the Wellwood Campus in Tullamore with Arden Lane eventually chosen.
