Oxigen received planning permission for the premises in Rhode last month, but that decision has been appealed to An Bord Pleanála.
The facility is expected to process up to 90,000 tonnes of waste every year.
Claire Murray Smale, on behalf of a local committee established to oppose the project, is one of the appellants behind the submission to ABP.
The original planning file received over 100 submissions, with the majority of those raising concerns with a lack of consultation with locals, and its proximity to Croghan Hill.
An Bord Pleanála is due to make a decision on the development in April.
