Almost 1,300 of those vacancies are in primary schools.
Almost 2,000 teaching posts remain unfilled.
Department of Education briefing documents prepared for the new minister, Hildegarde Naughton, show there are 1,228 vacancies in primary schools, 621 at second-level, and 60 in special education.
The Irish Times reports the department is considering bursaries and a universal teaching qualification to address the long-running problems with recruitment and retention.
