The Offaly man had to wait until the eight count to past the quota. He topped the poll when he ran in the Offaly constituency in 2016.
His running mate Sean Fleming looks set to be the next TD to be elected. He needs just over 1,200 votes to pass the quota.
Independent Carol Nolan has moved slightly ahead of out-going Minister Charlie Flanagan, however he should pick up the transfers from his party colleague Marcella Corcoran Kennedy who is set to be the next candidate eliminated.
