A voting pact between Fianna Fáil and Fine Gael saw Pádraig Fleming elected as cathaoirleach for the year ahead.
Fine Gael's Aisling Moran was due to take up the role of vice-chair - however, she declined and nominated independent rep Ben Brennan instead.
