The Housing Minister is taking aim at county councils for a lack of progress when it comes to zoning land for housing.
So far, none of the Midlands local authorities have successfully rezoned after being told to do so by the government last July.
The issue was raised in Westmeath County Council's monthly meeting in January with its Chief Executive Barry Kehoe saying a report will be presented to elected reps this month.
