The first refuge centre delivered through the strategy has been opened.
The Justice Minister says she still believes the government can achieve its zero tolerance domestic violence strategy.
Helen McEntee was speaking in Wexford at the opening of the first refuge centre to be delivered through the strategy, launched in 2022.
At the moment there are still nine counties without a women's refuge, including Laois and Offaly.
But Minister McEntee says that will change:
