It comes at a time when the Road Safety Authority is dealing with an increase in road deaths.
The number of midlands learner drivers on the roads has jumped by over a thousand in the space of six months.
That's according to figures provided to the Irish Road Haulage Association through a Freedom of Information request to the RSA.
21,728 drivers in the region had yet to pass their test in September - with the highest number of learner permit holders in Westmeath at 8,635.
The figure in Laois is 6,922, and 6,171 in Offaly.
President of the association, Rosenallis' Ger Hyland says that's despite the RSA saying it has successfully reduced the average wait time for a test to 10 weeks:
