The latest figures from the Central Statistics Office show 29% of prisoners in Laois re-offended less than a year after being released in 2018.
That figure is 28% in Westmeath, and 27% in Offaly.
The report also found people aged 25-44 were the most likely to re-offend, with just over a quarter doing so within one year of receiving their probation order.
Men under the age of 25 were more likely to re-offend in 2018 than woman in the same age group, at 36% and 27%, respectively.
