Public consultation has started on the project to pump water to Dublin.
A water supply project that will run through Offaly could hit 10 billion euro.
That's a worst-case scenario for a proposed pipeline from the river Shannon all the way to the capital.
This scheme will see water taken from the River Shannon at Parteen Basin in Tipperary, treated and piped 170km through Tipperary, Offaly and Kildare to a reservoir at Peamount in Dublin in a bid to secure future water supply for the greater Dublin area.
A report has estimated it could cost anything from 3.3 billion euro to a worst-case scenario of 10.4 billion euro.
Tipperary farmer Liam Minehan from the Fight the Pipe campaign, says leaking pipes in the capital should be fixed instead:
But Maria O'Dwyer from Uisce Eireann, says while they're tackling leakages - it's not enough:
A public consultation is underway until March 4th, ahead of a planning application being lodged at the end of the year.
