The new facility is expected to open in April or May.
No further staff positions are expected to be advertised for an Offaly Primary Care Centre.
In a letter written to Independent TD Carol Nolan, the HSE confirmed that staffing requirements for the new centre in Birr will be met by transferring existing staff.
The centre accommodates a range of services, including Occupational Therapy, Physiotherapy, Speech and Language Therapy, Mental Health and Dental Services.
Deputy Nolan says she made representations after being contacted by qualified health professionals from Offaly, currently working elsewhere, who had been waiting for recruitment to begin for in Birr.
She says they were unaware the posts had already been filled, leaving many feeling blindsided and disappointed following the HSE's confirmation.
The new facility is expected to open in April or May, with construction now substantially complete.
