It's hoped the measure would help to prevent flooding in the future.
Offaly County Council is exploring the possibility of compiling a register of recurring flooding areas to prevent or reduce future flooding in the county.
In an emergency meeting of the council, funding for damage to bridges and roads was discussed, as well as rehabilitation of Bord na Móna bogs.
Fine Gael's John Clendennan believes high risk areas like Banagher and Shannonbridge need to be monitored more closely.
He says the local authority has been working hard to protect people from the immediate danger of flooding, but a plan needs to be made to combat this recurring issue in the long-term:
