An Offaly TD says the Environment Minister is taxing small businesses out of existence.

A tax on single use cups, or the 'latte levy', is close to being finalised, with a cost being proposed when first placed on the market by producers or importers.

Independent rep Carol Nolan feels most cafes in the county are already implementing the use of biodegradable cups.

She says she's against the levy:
