Applicants Newlyn Home Limited seek permission to build 92 homes on a site near Father Paul Murphy Street in Edenderry.
The development includes a mixture of 20 four-beds, 32 three-bed, 30 two-bed ,10 one-bed homes and a two storey creche.
A decision by Offaly County Council is due next year on January 9th.
