Traffic concerns are behind the submission to ABP.
The future of plans for 60 new homes in the midlands will be decided next year, after being subject to an appeal.
McKenzie Developments received planning permission for the houses in Kilnacourt Wood in Portlarlington from Laois County Council earlier this year.
The development is a mix of 16 end-of-terrace and mid-terrace houses, and 44 apartments, ranging from one to two-bedrooms in size.
The project has been appealed to An Bord Pleanála by The Glen Residents' Association which, in a submission to the local authority, raised concerns with an increase in construction and residents' traffic.
A decision from ABP is due in April.
