Eliminating cars from the town centre is not the answer to reducing Westmeath's carbon footprint.
Fine Gael's Andrew Duncan is making the comments after councillors rejected a draft climate action plan for the county.
The proposal included plans to make Mullingar a car free centre and eliminating parking at new developments.
Cllr Duncan believes there are other measures that could create real change:
