A report revealed that 21 of the 35 human rights-based standards set out have not been met.
The Irish Penal Reform Trust has found gaps in mental healthcare, and prison overcrowding, are sinking the Irish prison system.
It's 2025 PIPS report, outlines people with mental health difficulties, who continue to be held in prison are not getting access to appropriate care.
The report also found, of the 35 human rights based standards laid down, 21 have fallen behind.
As of Tuesday, the Midlands Prison was operating at 120% of its capacity, and Portlaoise Prison was at 124%.
