Campaigners against the River Shannon Water Supply Project says Dublin has a pipe issue, not a supply issue.
The government last month approved the next stages of the project, which will see water diverted from the Shannon to address supply shortages in the capital.
Uisce Éireann initially quoted a maximum spend of 5 point 9 billion euro on the cross-country pipeline - however, its upper estimates are almost double that.
