The Hibernian Hotel was judged to be non-compliant in 12 sections of the recent report.
The inspection, which took place in February this year, determined there was no staff recruitment policy in place, no effective risk management framework was being implemented and in some rooms mould could be found, as well as little storage space being provided.
Inspectors found the provider to be substantially compliant in one area, while six were partially compliant and five were compliant.
The premises has the capacity for 63 people and at the time of inspection housed 40 International Protection Applicants, including 19 children.
The Health Watchdog has instructed the provider to become compliant in all areas found to be of risk rating red within the next number of months.
