The confidential files have been revealed as part of State Archives.
The release of previously confidential State Papers has revealed the presence of John F Kennedy Jnr at the Laois funeral of a convicted IRA man caused deep concern in diplomatic channels.
Patrick 'Paddy' Kelly died from cancer after being transferred from a UK prison to a jail in Northern Ireland and then, finally, to a prison in the Republic near his home.
He was serving a 25-year prison sentence for attempted murder and a conspiracy to cause bombings.
