The Green Part Leader says the government has retrofitted 27,000 homes last year with the help of those being trained in Offaly.
The Minister for Energy says the state is on target for its retrofitting program thanks to a midlands training centre.
It comes as concerns were raised late last year that people in the region were struggling to afford the costs associated with the works.
Two people were quoted €120,000 to have their homes fully retrofitted according to Independent Councillor Ken Smollen.
However Eamon Ryan says the government has met its target of retrofitting 27,000 homes in the country last year with the help of those being trained in Offaly:
