The Tanaiste says he hopes outdoor events such as Electric Picnic and the National Ploughing championships could take place in September.
The government is set to trial a number of indoor and outdoor events over the coming months, in a bid to see how music and sport events could be run safely with crowds.
However, organisers of the National Ploughing Championships have criticised the lack of consultation over the governments plans.
