A new report also predicts a sizable increase in housing stock in 2024.
Westmeath saw one of the largest year-on-year increases in units granted planning permission in the third quarter of the year.
New research from the Banking and Payments Federation of Ireland show the number of approved units jumped by over 300 in the county when compared to the same period last year.
Dublin, Limerick, Louth and Meath also saw significant increases.
The Housing Market Monitor also predicts a large increase in housing stock next year with 32,000 houses set to come into the market.
But, Brian Hayes of the BPFI says anyone hoping to see prices come down in the new year, may be in for some disappointment:
