Scotlands fined for World Cup threat
Former England captain Dylan Hartley has retired from rugby.
The hooker sustained a knee injury 11 months ago that has prevented him from playing for his Premiership club Northampton.
Hartley was capped 96 times by England.
Scotland have been formally reprimanded and told to issue a written apology to World Rugby and the Rugby World Cup.
It's after they threatened to take legal action if their crucial match against Japan was cancelled due to a typhoon.
They've also been fined 70-thousand pounds.
