Just over 10% of the budget for community grants in Westmeath in 2020 went unallocated.
A fund of €195,000 was agreed by councillors at the start of the year, but more than €19,500 of that was unused.
Around €175,000 was distributed in the form of community action grants, to residents associations and tidy towns groups across the county.
