The decision comes following a number of objections.
Planning permission for nearly 100 new homes in the midlands has been refused, following a number of objections.
Matt Colgan had originally been given the green light from Laois County Council for 99 dwellings and a creche in Ballycarroll and Tierhogar, Killenard, last year.
But it was appealed to An Bord Pleanála, which has rejected the application.
The objections relate to the addition of 200 new cars on a road with poor infrastructure, issue with the village's water supply and wastewater treatment, and concerns with the proposal being 'out of character with the rest of the village.'
ABP decided the proposal would be 'contrary to the proper planning and sustainable development of the area.'
