Under new planning legislation, the development is labeled strategic infrastructure meaning that it bypasses planners in the local authority.
In the inspectors report, one resident lodged concern over proximity to houses, leading to concerns regarding noise, amenity and electromagnetic fields.
The inspector report says there's minor to no risk.
