Dublin Airport has missed out on 200 jobs from the airline.
Ryanair says the Transport Minister should take "urgent action to lift the traffic cap at Dublin Airport, or quit and let someone else do the job."
The airline adds it has switched three aircraft, 16 new routes, and over 200 jobs to Southern Italy, which would have gone to Dublin if it wasn't for the cap.
It also says Minister Eamon Ryan has "no problem interfering in planning for trains but refuses to take any action" at the country's primary airport.
Ryanair CEO, Mullingar's Micheal O'Leary says what's now in Italy would have been in the capital if it wasn't for Minster Ryan's "abject failure to deliver his own aviation growth policy."
