The developers had been waiting for permission for its grid connection.
A windfarm in Offaly has been granted full and final planning permission.
The 9-turbine development in Cloghan had been given the green light in 2016, but has today received permission from An Bord Pleanála for its grid connection.
This will allow the applicant, Galetech Energy Developments, to install underground electricity cables in the N62 Cloghan to Birr road.
Construction is due to begin this autumn and is expected to take 12 months.
Steven Drury, Project Development Manager with Gaeltech, says the project was first mooted by local farmers in 2010:
