New figures from the CSO show the national figure was over 68,000.
Of the 2,960 midlands households on the HAP scheme last year, 320 were new.
Households in Laois earned an average income of €18,000 in 2022 - that's followed by €14,000 in both Westmeath and Offaly.
Of those in receipt of the HAP scheme in Laois, nearly two thirds were in employment, while the figure in Westmeath is more than half, and 48t% in Offaly.
Households in Westmeath were on a waiting list for an average of 278 days before entering HAP, while both Laois and Offaly were over a year, at 429 and 440 days, respectively.
