Former Justice Minister Charlie Flanagan believes the return of the devolved institutions in Northern Ireland is directly responsible today's announcement of nearly €1b in cross-border project funding.
The package will include the government's support of UNESCO World Heritage status for Birr Castle and Observatory alongside the Dunsink and Armagh Observatories.
There will also be €600m invested in the A5 road from Derry to Letterkenny.
